Probably yes — if the “16GB max” you saw is per slot, not total. Most motherboards list max per slot and max total separately. If it’s 16GB per slot and you have two slots, two 16GB sticks will work fine.
Where people get stuck: older or very budget boards sometimes list a total max of 16GB (like some DDR3 boards). That means you can’t exceed 16GB no matter how many slots you fill. Check the manual for “Max Memory Capacity” — that’s your real ceiling.
If you’re mixing kits or using higher-density modules the board wasn’t designed for, it might not boot. But two matching 16GB sticks in a board rated for 16GB per slot? That’s a standard upgrade.
Just make sure you’re running a 64-bit OS, or the extra RAM won’t matter.
