Yes, 8GB is the bare minimum for 144Hz in modern competitive shooters. Fortnite and Apex both eat more than 8GB during gameplay, especially with background apps like Discord or Chrome. When you run out, the system starts swapping to your SSD, causing those hitches.
Your GPU is probably fine for 144Hz at medium settings. The stutters are almost certainly from RAM pressure. Going to 16GB gives the games room to breathe and keeps frame times consistent.
One caveat: if your CPU is super old or weak, it might still cause drops. But 8GB to 16GB is the single biggest upgrade you can make for smoothness in these games right now.
