A GPU upgrade will change your life. RAM will not.
They are not in the same league.
Upgrading from an RTX 3060 to a 4070 is a massive jump. You’ll see 40-60% more frames, can turn on ray tracing without crying, and maybe even bump up a resolution tier. That’s a real, visible difference in everything you play.
Going from DDR4 to DDR5? On a modern CPU, you might see 5-10% better performance in some games, and often zero improvement in others. It matters most if you’re doing heavy productivity or running a CPU that’s bandwidth-starved (like a Ryzen 7000 series in certain tasks). For gaming, the money is better spent on a better GPU or a faster SSD.
One upgrade transforms your experience. The other is a nice-to-have if you’re building new anyway.
Upgrade your GPU first, every time.
