Add a scavenger hunt: find five different leaves, spot three birds, collect rocks of specific colors. Or just let them dig in the dirt. Water balloons, sidewalk chalk, and a hose with a spray nozzle keep them amused for hours.
If you want a project, build a birdhouse or a simple obstacle course with chairs and rope. The point is to be outside without driving anywhere.
