Cave of the Winds gets you closest to Niagara Falls
Yes and no — it depends on what kind of “close” you mean.
The boat tours (Maid of the Mist or Hornblower) put you right in the basin at the bottom of the falls. You get absolutely drenched and feel the roar from every direction. It’s dramatic, but you’re still maybe 50–100 feet away from the actual falling water.
Cave of the Winds takes you onto a wooden walkway at the base of Bridal Veil Falls. You’re literally standing under the cascade, feet from where the water hits the rocks. You get a poncho and sandals, but you will be soaked. It’s much more intense and immersive than the boat.
Journey Behind the Falls is exactly what it sounds like — you walk through tunnels and look out from behind the curtain. It’s cool for the perspective, but you don’t feel the falls the same way. The view is through a misty opening and you’re separated by rock. I’d put it in third place for closeness.
Skip Journey unless you have mobility issues or really want the novelty. Pick Cave of the Winds if you want to get wrecked by the spray. Do the boat tour if you want the classic experience and a good story.
