Cave of the Winds is only partially accessible.

Not fully. The visitor center and a few overlooks are wheelchair-friendly, but the actual cave tours involve lots of stairs, low ceilings, and uneven ground. Even the “Discovery Tour” which is promoted as easier still has some stairs and slopes that could be tough.

Call ahead to check current conditions, but don’t go expecting to roll through the whole cave. If you want a truly accessible underground experience, look for a show cave with paved paths and no steps—Carlsbad Caverns has a self-guided trail that works better.
