Cloudy water after shocking means the shock worked.
Dead algae, mostly.
When you shock a pool, you nuke the living algae and bacteria. Their dead bodies float around as fine particles, making the water look hazy or milky. That’s normal. It also happens if your calcium hardness is high and you use calcium hypochlorite shock — that can create a temporary calcium cloud.
Don’t panic. Run the pump 24/7, clean or backwash your filter, and brush the pool walls and floor. The cloud should clear in a day or two. Adding more shock now just makes it worse.
Don’t add more chemicals — just let the filter do its job.
