Desktop DDR3 works fine with that Xeon.
Yes. The Xeon E3-1230 v3 is basically a locked i7 without integrated graphics, and it uses the same LGA1150 socket as Haswell desktop chips. It will run on standard consumer motherboards (H81, B85, H87, Z87) that only accept non-ECC DDR3.
You only need ECC if you’re using a server or workstation board (C22x chipset) that specifically supports it. For a budget build, you’re almost certainly grabbing a cheap used H81 board, which will work with plain old desktop RAM.
Don’t overthink it. Buy the cheapest 16GB (2x8) DDR3 1600 kit you can find. Non-ECC, no registered, no buffered. The Xeon doesn’t care.
Future You will appreciate the leftover cash for an SSD.
