Commercial boats—ferries, cruises, even water taxis—usually enforce a “one person, one ticket” rule. Safety regulations require everyone on board to have a seat, a life jacket, and a headcount for emergencies. They don’t care how small your toddler is or that they’ll sit in your lap. Liability is liability.

Smaller operations like fishing charters or sightseeing boats might let a lap child slide, but you have to ask ahead. Never show up assuming it’s fine—they can and will turn you away.

Better to buy the cheap “infant” fare than explain to a disappointed toddler why they can’t go on the boat.
