Don't fly your drone over the Three Sisters Islands.
It’s not allowed. The Three Sisters Islands fall inside the Columbia River Gorge National Scenic Area, and the U.S. Forest Service has a blanket ban on drones on all National Forest System lands within that area. That includes the islands themselves and the airspace above them.
