The best way to prevent neck and chest dryness under a heavy coat is to apply a rich moisturizer before dressing and then wear a soft scarf or fabric layer against your skin.
The dryness isn’t just from cold air — it’s friction and wicking. Wool and synthetic coat linings are thirsty. They rub against your skin and pull natural oils away, especially on your neck and chest where the collar sits and your coat rubs. Moisturizing alone isn’t enough because the fabric absorbs it.
Smear on a thick lotion or balm (Cerave, Cetaphil, even Vaseline in extreme cases) and let it sit for a minute. Then wrap a smooth scarf — cotton, silk, or bamboo — around your neck, tucked into your collar. The barrier stops the coat fabric from acting like a towel on your skin. If you wear a turtleneck or mock neck, same idea: that layer is your friend. Skip rough knits touching you directly.
