No. The surface under your drawing tablet doesn’t change how the tablet detects your pen or your palm. The digitizer and palm rejection are handled by the tablet’s own sensor layer, not by whatever is underneath it.
Where the mousepad can matter is grip: if your tablet slides around while you draw, that’s annoying. A smooth hard mousepad might let the tablet slip more than a fabric pad. But that’s a physical stability thing, not a sensor thing.
If your tablet has a textured drawing surface (like a screen protector or a Paperlike feel), that’s a different story — but that’s the top surface, not whatever is underneath.
Get a desk mat with good grip if your tablet slides. Otherwise, ignore the mousepad texture entirely.
