Oxygen bleach is the best bet for stubborn pool float mold without wrecking the fabric.

Mix a scoop of oxygen bleach (OxiClean or similar) with warm water, soak the affected cover for a few hours, then scrub with a soft brush. Rinse thoroughly and leave it in direct sun to dry. The combo of the soak plus UV light kills the mold and lifts the stain way better than vinegar or baking soda alone.
