Yes. The safest spot on Goat Island for toddlers is the open grassy area behind the main visitor center. It has low fences, no drop-offs, and plenty of space to run.

The overlooks at Terrapin Point and Luna Island have railings but still have steep drops right behind them – a determined toddler could squeeze through or climb on benches. The Three Sisters Islands bridges have gaps between railings that a small kid could slip through. The lawn near the snack bar and restrooms is your best bet: it’s fenced, flat, and far from the gorge.

If you need a view, carry the kid to the edge, hold them tight, and move on. This is not the place to let them explore on their own.
