Yes, and it’s sunscreen first, then makeup. Sunscreen needs direct contact with your skin to form a proper protective film. Makeup on top won’t block it as long as you let the sunscreen dry for a couple minutes first.

The real trick is avoiding pilling. A lightweight, non-greasy sunscreen (think gel or fluid) works better under foundation than thick zinc pastes. Pat your makeup on instead of rubbing, and you’re golden.

One catch: sunscreen under makeup means you can’t easily reapply without ruining your face. If you’re out all day, a powder sunscreen for touch-ups or a setting spray with SPF is a decent backup, but don’t rely on it for your main protection.
