For actual surfing, get a pair with a proper tie-string waist (no Velcro or buttons), minimal stitching, and a slick fabric that doesn’t balloon up. You want zero drag and a waist that stays cinched without a clunky flap. Brands like Rip Curl, Quiksilver, or O’Neill make models specifically for this. Expect to pay $50–$80.
For casual beach wear—laying around, grabbing a bite, throwing a frisbee—buy whatever board shorts look good. Pockets are fine here. A zippered pocket is actually useful. You can get solid pairs from Target or H&M for $20 and they’ll last a few summers. But don’t take those into the water if you actually plan to paddle out.
If you only go to the beach a few times a year, skip the specialized surf shorts. If you surf regularly, get a dedicated pair and keep the cheap ones for dry land.
