Yes, it’s an upgrade. The M1 MacBook Air had a 720p camera that was fine for its time but looks soft and grainy in anything less than perfect lighting. The M3 bumps it to 1080p with a larger sensor and better image processing.

In practice, you’ll see sharper details, less noise in dim rooms, and better skin tones. It’s not going to make you look like a studio pro, but conference calls and Zoom meetings will look significantly cleaner. The difference is most visible in medium or low light — the M1 would turn into a pixelated mess, while the M3 holds up reasonably well.

If you’re on an M1 and only use the webcam for occasional calls, it’s not worth upgrading just for that. But if you’re buying new, the M3’s camera is a real step forward for a laptop. Don’t expect miracles — laptop webcams still suck compared to a dedicated one — but it’s finally acceptable for professional use.
